The government in three challenges

The government suffers from capacity charges, bank default loans, and budget subsidies. The energy sector paid private sectors a record Tk 86,000 crore in capacity charges in the last 12 years. 18,000 crores in power sector subsidies are planned for 2022-23. IMF proposes ending this subsidy. However, even if this subsidy is cut, it will affect the consumer, raise the price, and boosts inflation.  Read More

 

The potential of renewable energy is still elusive

Despite Bangladesh’s power sector’s recent achievements, still, less than 4% of energy is renewable (909.19 MW). 2470 MW of renewable energy by 2021 was not met. However, as financial loss rises, so does dependence on the imported fuels. The government’s policy plan has to be changed to increase the capacity of renewable energy production. Read More

 

Government backtracks from LNG-fired power plant

In 2017, the government proposed building a 3,600-megawatt LNG power plant in Patuakhali but is now backing away from the project due to rising LNG prices. The Centre for Policy Dialogue (CPD) claimed that LNG-based power facilities are not viable and praised the government’s decision. LNG structure in Bangladesh, three other countries in trouble: study

Global LNG market volatility, excessive prices, and inadequate supply threaten $96.7 billion in LNG infrastructure projects in four south and southeast Asian countries, including Bangladesh. In Bangladesh, gas supply to power plants has plummeted from 1,600mmcf to 900mmcf, stranding 40 to 50% of gas capacity.  Read More

 

Rental power plants now get even more 

The government has continued to pay rental power plants despite ‘no electricity, no payment’. Economic crises raise fuel prices and living costs. 9 rental power plants provide 617MW of the country’s 25,700MW capacity. Over a dozen rental and quick rental power plants are still operating despite the government’s promise to replace them in three to five years. Read More

 

Where do the subsidies in the power sector really go?

Now, the power sector is subsidized and the subsidies are rising. The government has signed several contracts with private companies to provide capacity charges. This cost Tk 90,000 crore in the last 11 years, and 12 companies received Tk 60,000 crore. To reduce subsidies, the price of power must rise. নবায়নযোগ্য জ্বালানি টেকসই ও লাভজনক   

বিশ্ববাজারে এলএনজির দর বেড়ে বর্তমানে হয়েছে ৪০ ডলার। এ নিয়ে সরকার হিমশিম খাচ্ছে। এ চাপ খুব সহজেই এড়ানো যেত যদি নবায়নযোগ্য জ্বালানি নিয়ে সরকারের দীর্ঘমেয়াদি পরিকল্পনা থাকত। নবায়নযোগ্য জ্বালানির জন্য সহায়ক নীতিকাঠামো নেই। সহায়ক নীতিকাঠামো হিসেবে গ্রিড ক্যাপাসিটি ও ভূমি উন্নয়ন সুবিধা দেওয়া দরকার। পুরোনো বিদ্যুৎকেন্দ্র এবং কুইক রেন্টাল অপসারণ করা দরকার। সরকার যদি সত্যিই পরিবেশ সহায়ক সাশ্রয়ী জ্বালানির ব্যবহার চায় তাহলে নবায়নযোগ্য জ্বালানির ব্যবহার বাড়াতেই হবে। বিস্তারিত পড়ুন এখানে

 

আরো দুটি এলএনজি টার্মিনাল হচ্ছে  

দেশে গ্যাসের ক্রমবর্ধমান চাহিদা বাড়ার ফলে আরো দুটি এলএনজি টার্মিনাল নির্মাণের অনুমোদন দিতে যাচ্ছে সরকার। এর আগে সরকার দেশে নতুন করে ভাসমান এলএনজি টার্মিনাল নির্মাণ না করে স্থলভিত্তিক টার্মিনাল নির্মাণের সিদ্ধান্ত নিয়েছিল। কিন্তু সেই সিদ্ধান্ত থেকে সরে এসেছেন সংশ্লিষ্টরা। ব্যয়বহুল এই জ্বালানি আমদানিতে হিমশিম খাচ্ছে পেট্রোবাংলা। এর বিল পরিশোধের জন্য ক্রমে বাড়ছে গ্রাহক পর্যায়ে গ্যাসের দাম। বিস্তারিত পড়ুন এখানে

 

উচ্চ মূল্যে বেসরকারি খাতের বিদ্যুৎ কেনায় বছরে ক্ষতি ১ বিলিয়ন ডলার

বেসরকারি বিদ্যুৎকেন্দ্রের মালিকদের সঙ্গে যোগসাজশে উচ্চ দামে বিদ্যুৎ কিনে বছরে প্রায় ১ বিলিয়ন মার্কিন ডলার রাষ্ট্রীয় অর্থের ক্ষতি হয়েছে। একটি গবেষণা বলছে, প্রায় একই ধরনের বিদ্যুৎকেন্দ্র হওয়ার পরও বাংলাদেশ বিদ্যুৎ উন্নয়ন বোর্ড (বিপিডিবি) কিছু কিছু বিদ্যুৎকেন্দ্র থেকে ২৫ শতাংশ বেশি দামে বিদ্যুৎ কিনেছে। গবেষণায় বলা হয়, বিদ্যুৎ খাতে লোকসান সামাল দেওয়া হয় জনগণের টাকায় ভর্তুকির মাধ্যমে। বিস্তারিত পড়ুন এখানে
